POSITION INFORMATION

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties include:

1) Supervises engineering personnel of various levels assigned to the Snow & Ice/Roadside Units, including the operation of the communications room; as well as labor force personnel. Reviews areas of responsibility and prioritizes work accordingly - roadway conditions, litter, vegetation, snow & ice removal, etc.

2) Assigns work to subordinates commensurate with their position titles and prioritizes work assignments based on Maintenance Section goals and expectations.

3) Tracks labor, equipment, and material use, status and inventories during various operational seasons (snow and ice, pot hole patching, sweeping, mowing, etc.,) to ensure resources are available to meet operational objectives. Oversees snow & ice related resources, deicing materials, vendor contracts, equipment, etc., as well as salt shed repair contracts.

4) Monitors weather patterns and reports during and prior to snow and ice events to ensure proper; timing of equipment/personnel call-ins, equipment/personnel numbers and their eventual release. Monitors roadway conditions during Snow and Ice events.

5) Oversees contracted work and ensures proper payment and completion of required contract paper work through the finals process.

6) Reviews and issues proper payment to Snow & Ice vendors; including material suppliers.

7) Designs and/or reviews and submits maintenance projects to PS&E stage including the Herbicide Application Contract in accordance with the Yearly Operational Plan, agency policy, and standards.

8) Provides direct oversight of the District's Litter programs (inmate, personnel, trial courts, annual community events, sponsor a highway, and adopt-a-highway programs). Includes budgeting, developing an annual schedule and tracking and reporting on daily litter picking efforts.

9) Receives calls/complaints from citizens, local and regional elected and appointed officials related to area of responsibility, investigates the problem and takes appropriate action. Tracks and prioritizes requests and follows through to ensure work in completed satisfactorily and in a timely manner.

10) Responds to correspondence for District Highway Director, Administrator, or Secretary's signature.

11) Performs a variety of functions related to employee supervision including, delegating work commensurate with staff titles, EPRS, employee discipline, review of weekly time sheets, review of personnel policies, etc.

12) Represents the District/Agency at various meetings; private development, pre-construction conferences, conservation commissions.

13) Attends and/or coordinates annual training as required to maintain skill levels required and expected of the position; computer software training, SIMS, Snow and Ice Training, design/inspection training, policy changes, supervisory/management training, environmental, Right to Know, etc.

14) Oversees the District's communication room.

15) Other duties as assigned.

Minimum Entrance Requirements:

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.
 
Substitutions:
 
I. An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor’s degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
 
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
 
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

Applicants for this position must possess a Bachelor’s Degree in an appropriate engineering discipline and E.I.T. certification or P.E. registration for appointment to this position.

FOR MassDOT EMPLOYEES:

SUPPLEMENTAL INFORMATION
In addition to meeting the minimum entrance requirements for this position, it is desirable that the applicant possess the following:

1. Knowledge of the principles and practices of civil engineering.

2. Knowledge of the terminology and standard abbreviations used in civil engineering.

3. Knowledge of the properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying.

4. Knowledge of the types & skill in the uses of equipment used in plane surveying; knowledge of the methods of soil testing.

5. Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; knowledge of the standard procedures for taking field notes in connection with plane surveying.

6. Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, buildings, etc.

7. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

8. Knowledge of the principles, practices and techniques of supervision.

9. Ability to determine proper format and procedure for assembling items of information.

10. Public speaking and training to a broad and diverse audience.

11. Profiency with Microsoft Office, AutoCAD, web-based enterprise systems, GIS.
