The Office of Planning and Analysis Manager is responsible for administrative management of the Office of Planning and Analysis (OPA), including supervision, personnel management, and administration. The OPA manager is responsible for leading complex projects across all county operations that require one or more of the following: research; data and policy analysis; strategic and long-range planning; program evaluation; business performance measurement and business process improvement across all county operations. The OPA Manager leads a variety of intra- and inter-departmental teams and serves as an advisor and resource to senior management officials in Dakota County and to the Board of Commissioners. The OPA Manager develops and maintains relationships with elected and appointed officials in other jurisdictions and identifies, participates, leads, and provides staff to a variety of collaborative efforts with other jurisdictions and organizations.

Minimum Qualifications: • Bachelor's Degree in Business or Public Administration, Policy Analysis, Evaluation, Planning, or a related field,
AND
• 5 years' of progressively responsible experience in policy analysis, program evaluation, and or process improvement and performance measurement; which includes two years of professional level staff supervisory experience.
OR
• An equivalent combination of education and experience to total 9 years; which must include two years of professional level staff supervisory experience.

PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS:
• Master's Degree (is equivalent to 2 years of required experience above)
• Experience with enterprise-level process improvement/performance measurements is preferred.
• Experience in evaluation of Human Services programs.

DUTIES & RESPONSIBILITIES
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.
1. Direct operations and activities of the Office of Planning and Analysis, including:
- Provide supervision, leadership and development support to OPA staff
- Develop and maintain an effective policy analysis, planning, evaluation, and process improvement and performance measurement program throughout the County
- Prioritize topics and issues; approve recommendations that are developed; determine importance and urgency of emerging issues
2. Advise senior management in the County regarding policy, planning, and management issues.
3. Recommend appropriate action, resources, strategies; share information as appropriate; offer solutions and staffing resources.
4. Lead or oversee inter-departmental teams to respond to strategic issues
5. Work with other jurisdictions and organizations, including:
-Pursue collaborative efforts
-Represent Dakota County on special committees and before governmental bodies

KNOWLEDGE, SKILLS & ABILITIES AND WORK ENVIRONMENT
In general, the person in this position will be expected to possess the knowledge, skills, and abilities to fulfill the core competencies for managers and supervisors in Dakota County.
• Knowledge to perform within County government.
• Comprehensive knowledge of planning, research, and evaluation principles and practices• Knowledge of business process improvement and performance measurement theories and principles. Demonstrated ability and skill to apply this knowledge and effectively transfer it to others throughout the organization.
• Knowledge of the principles and practices of management in the public sector, including budget administration and personnel management. Demonstrated ability and skill to apply this knowledge.
• Demonstrated experience in developing and coordinating the completion of complex planning and evaluation projects (e.g., major issue reports, program evaluations, or process reengineering studies) and the ability to work independent of direct supervision to complete complex projects.
• The ability to effectively lead multi-disciplinary planning and evaluation teams. A demonstrated ability to achieve desired results through the application of team concepts. A demonstrated ability to create effective, professional relationships with peers in other County Departments to facilitate the completion of inter-departmental projects.
• Knowledge of governmental functions and organizations (including legislative) affecting County government. The ability to develop effective cooperative relationships with policy and technical staff of local, state, and regional authorities.
• The ability to communicate effectively with policy makers and elected officials at all levels of government.
• Communication skills, both verbal and written, to clearly and concisely convey complex issues to decision-makers in order to enhance effective decision-making.
• Working knowledge of computers and the use of computers for analysis, including knowledge of statistical software and its applications to planning and evaluation projects.

WORK ENVIRONMENT: Work is sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports.
