Description

This is highly skilled technical work in the development of management information systems and various departmental support systems from inception through implementation, combining the resources of electronic data processing and manual procedures.
 
An employee in this class is responsible for providing technical and analytical assistance in computer programming and solving data communication problems for the City. Work involves conferring with department heads to define automation services, content and format; coordinating the planning, testing and operating data processing phases to ensure project completion with maximum balance of programming and equipment time; and providing training to other programmers and users to ensure that certain computer processes are done on a timely manner without errors. Supervision is exercised over subordinate programmers. Work is performed under the supervision of an administrative superior and is reviewed for the achievement of desired results.

Essential Job Functions

Confers with departments to determine programming requirement;
Develop and writes code in various programming languages;
Programs back-end code for various city websites;
Tests and de-bugs programs;
Support ERP system modules, providing support and assistance to departments in the configuring, deployment and maintenance;
Reviews status and problems with superiors;
Monitors and maintains system performances for Databases and Websites.
 
Recommends appropriate courses of action and changes in operating procedures;
Assists in developing management polices;
Does related work as required.

Minimum Requirements

1.     Bachelor's degree in computer related field from an accredited college or university plus three (3) years of responsible experience in programming and database systems. (Proof required at time of application).
                                                         OR
        Associate’s degree in computer related field as described above, plus five (5) years of experience. (proof required at time of application)
                                                         and
2.    Must be proficient in the following web programming languages (Minimum 3 years)
·         ASP.NET
·         Visual Basic.NET / C#.NET / Visual Studio
·         HTML/CSS
·         Managing ASP.NET websites using third party hosting company Control Panels (i.e. Go Daddy)
Must be proficient in the following database systems (Minimum 3 years)
·         SQL Server (complex queries)
·         Access
·         ASP.NET membership system in SQL Server for managing website security
Must be proficient/expertise in the following GIS software/platform (Minimum 1 year):
·         ArcGIS Desktop (managing GIS data, geocoding, map making, formatting Census and Property Appraiser data)
·         ArcGIS Server (setting up and managing services/ replacing data in existing services)
Preferred experiences (not required)
·         Report writing with Crystal Reports and/or OpenXML
·         EDEN and New World software systems
·         Working with BING maps in ArcGIS
·         Javascript
·         Javascript API for Google Maps and KML data
·         Dreamweaver
·         ASP Classic
·         Wordpress websites
·         PHP
·         Python
·         Local government experience
